Let a study's notes reorder by drag in the Mac app (#80)

Tauri's file-drop handler takes every drag in the window, so the page never saw dragstart and a study's notes would not reorder. The app takes no dropped files, so the handler is off on desktop. The apps move to 0.5.14.
